I meant that TMSHRPG version was Way too powerful...
And I don't really agree on your take of Greater than 10 being necesary sence by giving her matter manipulation of 8 with option accumilate power she'd be more powerful but the full range would take some time(extra panel).
My main point regarding the Hulk is that he only works if His extra STR is free (costing no stones to use).
About Cyclops, there is no system for increased resistance based on the thickness of matter....
my main point is that One should use only basic rules (no stat over 10 ect. ect.) when posting Characters in forums because while every one uses/knows the basic rules they don't use/know the various house rules.... if a character can't be made functional with basic rules, One should List the house rules that are required for the Character.

How would you have a Galactus, Beyonder, Pheonix, Infinity Gauntlet or Molecule Man if you never exceeded 10.
The Hulk exceeds the 10 level as well.

Hulks STR get Enhanced beyond 10 only when he gets angry -> he doesn't have str over 10....
You can't have Ability/Action/Modifier over 10 because The Books (MURPG) don't support them.
As for Galactus and other heavy weights -> the logical way to construct them is, in the case of Galactus by giving him Power Cosmic, Full -> No value No trouble.

The rules do not state that you can't have attributes higher than 10, just that you can't start out with them... Just because it is not on the D and R chart does not mean that it can not happen... No game was ever intended to be written in stone nor every little thing that can happen accounted for.
In your defense it is YOUR Game run it as YOU see fit.
I see too many posts where the whole object of Role Playing (which is to have fun) is lost... WE (I include myself here) spend too much time quibbling over rules... this rule is broken, this power costs too much, what if a Player does this? ect. Not that some times it is not warrented but still...
I've run Games in many RPG Systems, sometimes a GM needs to look at a character and offer suggestions on how to make it better suit his Game... and sometimes a GM just has to tell the Power Gamer/Munchkin that he is being disruptive. Name A Game System and Let me see it and with in 5 min any of my players can break it... The thing is we don't , it is not fun to play that way... If you let players do that, then it becomes expected...
I have yet to find any rule in this game that I PERSONALLY had to change, though I did look into some of the house rules and chose some that worked well with the system... I'm not try to belittle any one, I'm trying to add a little insight as to what it takes to be a successful GM and Player.

Let's look at this in a realistic sense. You must have ratings above 10, that is just something that must exist. In the core book it has Abomination listed as having a strength of 10, surely you do not think that people like, Galactus, and Thanos, or others like them should have the same rating as him. Given the fact that the Hulk has an enraged strength of 18, it would stand to reason that there are many people out there in the marvel universe that have unmodified stats of over 10.

There Are NO RULES to Govern the Abilities/Actions beyond 10.... There are NO OFFICIAL characters with Abilities/Actions/modifiers over 10.... save Maestro.... (and there never will be 'cause they killed the game.) the MURPG doesn't work with Über powerful characters (heralds, Thanos, Galactus, most Elders ect. ect.) sence their power levels change too much depending on the writer of the comic.... example: Silver Surfer survived a "Ground Zero" of a Supernova... and was only winded(stunned) for a panel or two yet he has been hurt by blasts from Shi'arian starship(though not seriously), he once blasted a mile wide hole through Egos surface from the depth of over 100 miles, and was at the time weakened by his own account (Ego was siphoning his power).

But, Silver Surfer is in the core book, and with the power cosmic he can raise his abilities above 10.

True SS is in Murpg but his character doesn't work (he's poorly designed). -> it's not really the fault of the designers, just the unfortunate it's just an fact that his power levels change too much between titles/stories.
