You could very easily use the 20 extra stones in a myriad of ways... My fiurst recomendation would to take advantage of his proximity to vibranium and go for some vibranium claws that are removeable (retractable whatever)... you can update his Ninja which would be your main skill (combines black ops, theiviery and close/ranged combat...) but I think going for the upgraded vibranium claws would be the most effective as it would give you some AP and some free stones to attack or defense. With 20 stones you should be able to buy some nice claws and still beef up some of his other key stats as well.
If you are in a game where inventing is not practical, that would free up another4 stones...

For Ninja (would personally go with Close Combat), he rates a 7 easily. 7 appears the limit for those super close combat types (Wolverine/Cap/ etc) Acrobatics seems awfully low too. How I beefed up his ninja was by giving him Hand Claws +2 ($300) Paid for 3x Brass Knuckles for claws... then doubled for +2 Boot Claws +2 ($300) Paid for 3x Brass Knuckles for claws... then doubled for +2 Those are legal by the rule book, you can pay $$$ for them rather than stones, and that gives you either 4 free stones to Ninja, or 2 free stones, and add 8 more for intelligence effectively giving you 6 in ninja (2 ninja, 4 weapons) or a 12 (2 ninja, 8 intel, 2 weapon). A 12 in ninja using one weapon is pretty good I thought, especially considering he only has 12 red stones to work with every round! You could leverage 10 stones into ninja and still have 2 other stones to add to defense in acrobatics or some such move... It was not an easy character to make without a lot of stones. I think you are discounting the sheer numbers I was able to come up with while still buying high statecraft and a 10 in inventing! Still, if you ditch statecraft and inventing and give him vibranium claws using a full 20+ stones you would have an even stronger character! But I cannot advocate raising his ninja any higher... with his current level you could throw 10 stones in it in one round... if you wanted to max it you could go up to 4 I suppose but you would be better off throwing those stones into a better set of vibranium claws giving you more free stones and AP. You can make a much stronger character if you remove statecraft and Inventing as well... but those were two things for RP sake I was not willing to sacrifice. The problem with Cap is that he gets 6 free stones from his shield alone! Without some vibranium claws or more stones it would be hard to build a character to take him out. Like I said, this was a fairly low stone build and cap doesn't have to buy statecraft or inventing! This is only a template for you to work with. But so is the one in the book. Feel free to throw it away or modify it in any way! also if you buy close combat you are going to have to buy some black ops or thivery of some sort. Otherwise you will not be able to sneak around and do the things you need to do as the panther. There is more to him than plain old combat. Plus with ninja you get a weapon and a bonus, or two weapons! Again, almost 20w of this build went into Inventing and statecraft!

Actually RP sake is why I still prefer Close Combat and giving some Black Ops. As stated it is a preference only. Seeing your original build I did understand your choice but to me it just doesn't feel right. The real problem I have with it is I believe the AN is way too low. I would propose some editing to boost it up. For example dropping his statecraft by two points ( still good) dropping INT by one point (Tony Stark INT and still a good score) And in keeping with the general theme (or so it seems), adding the cannot raise by lines disadvantage. I believe you used it often for cost saving reasons. And raising Ninja to 7. ;D Madcap
