Thanks, Vassago! MM is a very big part of my post-Secret-Wars campaign (for obvious reasons). I like the writeup. I might argue some points, though: his Intelligence (arguably only a 2, given his very low willpower, gullibility, and not much evidence of higher than normal intellect), General Knowledge (which I would call simply Physics and place at about 1 or 2, since he was a pretty lowly lab tech at Acme Atomics), and possibly Technology (3 Int+3 Tech= 6 : AIM-level technological knowhow? I haven't seen him portrayed much outside of the Secret Wars, but I didn't think he knew much at all about machinery). Oh, and Mental Defense (again, he's pretty weak-willed and easy to manipulate).
Okay, it sounds like I'm tearing apart the entire character, but bear in mind that you probably know him better than I do. If you can give me more data to back up your stats, by all means do.

Err, is that how things work? You add the Bonus ability to an Action to determine your rating? I thought from my reading that you only used the Action number, and Ability modifier was to help overcome resistance.
I think with a 3 Tech, just because he has a decent Int, doesn't mean he'll be at AIM level (after all, the average person on the street has a 3 Int, that implies that the same person with an average Action number in Tech would be working on State of the Art stuff...

Owen's power was astronomical, even the entities of the Universe recognized him as a force. His Power Rank should be 20, close to a celstial being, after all, he was a challenge to a watcher, and could give Galactus a smack down.

WAS Is right.... After his merging with the beyonder to form the cosmic cube, he lost most of his powers.... besides, MURPG doesn't support stats/abilities over 10 there is only one exception.. Maestro with Str of 11.

In Secret Wars, an angry Hulk could only brace up a small portion of the mountain range that MM casually dropped on the heroes. I'd call that 20, plus Accumulate (which Vassago included). The way I run it is that, if you don't have Technology, you'd normally incur a -1 (to operate) to -2 (to repair) Sit Mod, meaning that a non-technical person of normal (2, not 3) Int could operate a toaster but not fix it. Now that you mention it, though, I may be wrong .... I'll have to reconsider. Even so, I still see Owen as having a 2 Int and 2 Tech, unless he's been portrayed elsewhere as pretty bright and technologically competent.

Well Maestro is Hulk is Maestro.....
I was talking about stats/Abilities & Actions under normal conditions....
the problem is that in marvel power level increase has never been linear in comparison to stat value
therefore it is next to impossible to say exactly how difficult it would be to lift a mountain range.
to return the STR max of Hulk -> in TMSH Rpg Hulk's STR could become ShZ 500 in SAGA system Hulk's potential STR had no limit, and even power cosmic could not raise a stat over 30.
In saga Lifting a mountain range would have been Impossible +8 action = Diff 48.
how would Hulk's max of 18 fit into previous versions ?
and back to TMSH Rpg at STR Un100 -> Max 125 tons. STR ShX150 -> Max -> 1000 tons..... IF my memory serves me correctly...

There are PLENTY of examples of values higher than 10, even in the main book. Hulk is only one, but you DO add the ability to the action when it has a bonus, so Xaviers Telepathy certainly exceeds 10, as does Richards with Inventing and Technology, and Strange with Magic, etc.....
And the chart itself clearly states how much it costs to exceed 10, with no restrictions being noted.
As for Owen, I would give him an Int of about 4 actually, and then take a limitation on for Gullible. He was not overtly easy to control with mental powers, but VERY easy to manipulate with suggestion. So take the vulnerability and say all persuasion or intimidation has double or triple effect on him.
but once he DID have his mind set on soemthing, the sheer force of his will was not weak at all.

He really didn't loose the power, he told everyone that so they would leave him alone. He was later manipulated by the Puppet Master to give a Rogue Watcher the smack down.

The injured Molecule Man and the Silver Surfer, uniting their power temporarily, repaired all the damage done to the Earth, restoring the mountains and the part of the crust that the Beyonder had destroyed. Reece, believing that Earth’s superhuman champions would always worry about his misusing them, pretended his powers had been burned out. Among his allies, only Volcana and the Silver Surfer know that Reece still has his powers, which have since returned to full strength. Today Reece is still living quietly with Rosenberg in their Denver suburb.
Straight from the Marvel archives about the Molecule man, so he is still the most powerful mortal that comes to mind. Well, he is actually immortal, he can create new bodies for himself and exist as an essence. And he is not subjected to the inorganic liomitation as he was before.

He can do anything that pretty much comes to mind, and he has reconstructed our moon which was torn in half by the beyonder's arrival with a wave of the hand.
I would treat his power more like the pheonix force, not the full pheonix force, but definetly the free stone aspect in his molcule power.
