Actually, that's what I planned for my 'stuffing' character. I was wondering what I could do, powers wise, with someone who stuffs themself to get the powers when I realised. The stuffing was just a special effect. The important thing is to make a character whose powers come from eating or drinking something. And so I thought of, for example, D&D magic potions. And I realised the one thing that D&D had right, more than many comics, was the idea that a character who had the ability to make power-giving food and drink would not use it themselves. They would give it to other people who were willing to work with them and were already pretty skilled, to make a much more effective combined force.
So, the fact that she has to stuff you to make you feel the benefit is just an added challenge, making the powers cheaper. Powers like Magic Healing and other such support roles. Luckily, I think an action number of 2 in Summoning, and therefore an action number of at least 1 in Mastery Of Magic, should be enough to ensure a constant supply of food. And being a magic stuffing, just like in all those bad internet stories, the people being stuffed can always be stuffed more. Always. So the only real mechanical effect that this stuffing will have on the power is that it will take time to 'prepare'.

I know this is the Mavel Universe RPG Board, not the DC Board, but since I've just read the third collection of the '52' comics, I've just noticed something ironic, related vaguely to 'Vixen'.
Now, I've always suspected that at least one editor/writer/artist in DC is an FA. (Fat Admirer). Because how else do you explain how many times the 'plot' consisted entirely of a single page worth of story about a magic spell/gizmo ray or whatever, then an accident or attack makes the superhero, or (More likely) his girlfriend, incredibly fat. Usually obese, actually. Then the rest of the issue as a whole deals almost exclusively with that person being fat, and how it affects their life or relationships.
And now, in '52', there is a look at what DC calls 'the perfect universe', in which super-crime stopped about five years ago. In the five years since supercrime stopped, Zatanna has gained enough weight to be fat, verging on obese. And Harlene Quinzell, her best friend in this universe, is overweight and also pregnant.
So the 'Perfect' version of Harlequinn is plump, pregnant and about to gain some baby weight by the time she gives birth and 'Perfect' Zatanna is very fat, according to DC.
Maybe, if a MultiCompany Crossover ever happens, I might have Vixen meet her 'comic book heroines' and be pleasantly surprised to learn that they've gained as much as her (Or Zatanna has, at least. Harley has a way to go, yet.)

Just to play devil's advocate, you should also have someone for bondage. (binding powers, astral travel but only when his/her body is bound.
You should also consider foot fetishes (Ninja, wall climber who's power only works while barefoot?)
Very interesting idea for a team, have a good one.
