Statecraft? Uhhh, no. Statecraft is for people that lead or employ thousands or more, not dozens, and who deal with monetary amounts in the billions minimum.

Oh I understand now, you've never played the games. By the end of the game you can pretty much own the whole city, and The Saints pretty much are the only gang in Stillwater. That would be a little more than a dozen members

Actually, I've beaten both games. And you never come close to being worth billions of dollars or having thousands of direct employees.

Given time it would be. Still water is a pretty big and populated city. When you buy out all the businesses then yea, it would be worth billions. It would be like being King Pin in new work without having to worry about super heroes wealthy. Sure he may not have thousands of Direct Employees, but when you consider the size of a crime orginazation it would take to run a whole city that big it would seriously branch out.
