So I think he should look like this.
Int:11 Str:20 Agil:10 Spd:10 Dur:20 En/Health 60/20 Actions
-The Power CosmicLv.20 lets him do anything under any catagorie
-Flight Lv.9
-General Knowledge Lv10 knowledge of the Universe
-Close combat Lv.6 Str.and/or Int bonus and/or 2 wpn mods
-Ranged combat Lv. 8 2 wpns.
Modifiers
Toughness+18 Ref. dodge+8 Enhanced vision 10 all options Self contained life form Imortal

Ouch.....definitely looks like Galactus there....though it's missing a couple things.
Special Vulnerabilities for starters. He's nigh invincible, but he still has to eat planets capable of harboring life you know.
Also perhaps, Social Skills. He does talk. Notable to Reed Richards, his Heralds, or whoever else thinks they can stop him.
Cosmic Awareness. I know Power Cosmic probably covers this, but you're WAAAAY over 40 stones anyway, so why not?

Also, he was (and still is) one of the greatest scientists of all times. His spaceship is the 2nd most advanced technological vehicle out there, and his computer skills are only suprassed by Thanos and some Earthlings. So, he'll need high numbers in Science, Vehicle Operation, Technology, and Computers. Don't forget, he's capable of exceeding the 9 Action Box limit. When creating him, you don't have that limitation. Also, I don't think he can Fly. He is a Self Contained LifeForm (No Sleep or Breathe, but does need to eat), but he was stranded on a rock when he battled and lost to Thanos, and had to summon a ship to come pick him up. Lastly, I'm not sure he can do much of anything power-wise. His heralds seem to possess power, but Galactus himself seems to only be Tough, and be able to manipulate Cosmic Energy to 'Blast' and 'Create Heralds', nothing more. When he fought the Heroes of NYC, and was brought down by Thor, he showed no ability to wield cosmic power for anything other than a ForceField and Blasting. He's a Broadsword, not a scalpel. There was the one time he 're-created' his spaceship to feed from the debris around him, so maybe he's capable of a bit more, but it's very draining for him. Oh, and he's not that intelligent. Maybe a 6 at best. Everyone seems to out-think him, and strategically, he's a scientist, and loses most battles that are fought with something other than pure power. His Agility and Speed, I'd not put at more than 3. Strength and Durability of 20 might be ok, but although I think it's possible, I've never seen evidence to indicate it. Instead, I think he's got more typical attributes, and a purely unique modifier I'd call 'Heart of Cosmic Power' that lets him use Mastery of Cosmic (Create/Manipulate, ForceBlast only) at a lower cost. Ie: Mastery of Cosmic Energy: 10 - Create/Manipulate (Limited to ForceField and Creating Heralds) - Recreation - ForceBlast Modifier: Heart of the Cosmic: 10 (Free stones to use towards Mastery of Cosmic). I'd put all his attributes between 3 and 6 (even strength and durability personally), then create his 'Power Armour' which would include up to 10 levels of Toughness, and some other minor things like Direct Interface with computers. His real 'power' which allows him to feed off of planets is in his Ship, so would fall under Vehicle Design. Anyways, those are my idle thoughts. I see no need for anything higher than a 10 for Galactus. He's easy to defeat, even kill, for the more powerful characters in the universe. They just don't do it because they understand that to destroy him would destroy the universe. Sphynx

Think about it guys sure he's super smart but in the comics he didn't use his brains to build his ship did he? and there is ways to beet him, but if they were simple how would he have survived so long? I meen look the Hulk was punching Him and Galactus didn't even notice!

Don't forget, he's capable of exceeding the 9 Action Box limit. When creating him, you don't have that limitation. You shouldn't make statements like this as though they are the rules of the game. You'll confuse newer players. By all means, express your opinion that Galactus shouldn't be limited to 9 Actions, but don't treat it as though its fact. There has only been one "official" exception to the 9 Action limit (Apocalypse), and there is no guarantee that wasn't an oversight (at least that I'm aware of). Also, contrary to your statements about Galactus' powers, he does indeed have a vast array of abilities, including flight. Mind you, this is largely due to an endless stream of writers all with differing opinions of just how godlike he should be. So his power set (or what he uses at any given time) will change from comic to comic. But if we're going by canon, he's on par with the most powerful beings in the universe. I like your statement that he's a broadsword, not a scalpel. But I'd take it a step further. If he chooses to be, he is very much a scalpel...even an artist. He can create such magnificent beings as his Heralds through sheer personal power. So why does he resort to smash-em-up methods for most conflicts? Well...do you catch flies with chopsticksl, or do you swat the pesky buggers? When is the last time you carefully struck at an ant's vital parts with a needle, as opposed to just stepping on it? While its true that perhaps Galactus should use more precision against Earth's champions, he just isn't accustomed to viewing mortals as anything approaching equals.
