Nice story. He should also have a low powered fear attack when he removes his face mask.
With his Wehrmacht outfit he will definitly get some real problems with German police.

I like him.Would make a really good villain for almost any super team.But I would leave the Withering Touch Action to NPCs only as that would be way too powerful for a PC to have.

I've made a few minor adjustments to Sepulcher. I added both Ranged and Close Combat to him, and brought down his Speed, Agilty, and Durability by 1 point each.
Now to answer some of your questions:
I like the idea of a Fear Power...but I'm having trouble creating it. Any suggestions on its mechanics would be helpful.
And yes his Withering Touch is exclusive to NPCs. I run a heroic Campaign so no need to worry about a Villainous PC wanting the Power. Either way I wouldn't allow a PC to have it.
And lastly...both Ozzy and I got our inspirations from the same source. The infamous "magician" Alister Crowley.

You're welcome Astrum.I have the computer I'm using in my bedroom and both of the books that are out for MURPG in a desk drawer nearby so it is easy for me to know what are in the books if I can't remember something off the top of my head. ;D
