I looked at 20 or so approved "PC's" for a game (s) . . . out of 21 exactly only 6 were 40 or under white stones, "1" was 103 w (he needs the overpowered section) . . . everyone else were high 40's to mid-60's! I believe that is Wasp to Beast level of expense . . . Does anyone out there find the same? I want us all to try to cut more and get 40's but . . . they always suck and feel lopey-sided in sit's.

If your talking about characters here that are player made on average games are 40 stones with 10 stones of challenges. If you read the book you start out as a 40 stone character with unlimited challenges.
If your talking about the characters in the book those characters have been adventuring for some time. You figure adventures are anywhere from 3-6 experience per issue. Since I have been playing I have only been in one game where the experiencing was at a 6. I fought an army of kree and died in the end. The GM set my characters "soul" free and I became an exalted character.
