There's a Healer that does exactly that in the Miniatures Handbook. They get maybe a handful more spells per day and some situationally useful supernatural abilities per day. But compared to a cleric, there's really no reason why (other than flavor) you shouldn't just go with that. About the best thing going for the Healer is the nifty ability to use his charisma bonus when casting spells that cure hit points. So a 0 level cure minor wounds which normally cures 1 hit point? Add an 18 charisma and boom, that baby became about as useful as the average first level cure light wounds. They also get some weird unicorn companion at like 13th level (please?) to fly around on yada yada. It's mostly for the flavor of being the guy who runs the hell away from combat.

SO MANY QUESTIONS.
Which book has the information about playing Goblinoids and/or Kobolds as characters, specifically the crunch behind them?

I want to say it's Savage Species but don't quote me on that. I think one of the MM has rules for playing monsters as characters as well. But it's been awhile for me.

Wikipedia says Savage Species is 3rd edition; how compatible is that with 3.5?

Not sure. I want to say that they're very compatible. But then there's the fact that Eberron is a specific setting where playable monsters may not even make sense.

Even if it weren't in the SRD, you wouldn't need to worry about Savage Species (although IMO, one of the best healing "classes" in the history of 3/3.5 is in Savage Species... the Ghaele, which gets to cast as a Cleric of equal level up to 14th level. Yeah, you lose some of the top spells, but take a look at its other class features... booyah!)
Where was I going? Oh, right. Goblins, Kobolds, etc are in the Monster Manual. At the end of their entry, there's a section that gives you their "PC race" stats. I seriously considered playing either a Dhakani Goblin or a Kobold who had escaped the foundries in the bowels of Sharn

Races of Eberron discusses Dhakaani goblins in a bit of detail, and Races of the Dragon has a chapter on kobolds.

Black Sam: Fortunado, the elf rogue (Sheet sent.) Wildknight: Kayb d'Orien, human artificer (Sheet sent.) Puck: elan psion (no sheet, or in-depth concept yet.) mcr: cleric in works. Brainstem: cool concept, we're figuring out the exact way to make it work mechanically. Psylocke: working on an arcane caster

We have a artificer! he will make us a meat shield err honorable warrior! Is this game starting at 9th level? Because until then, you're S.o.L. you your Artificer producing any war machines (i.e. that's the first chance I'll have to pick up "Craft Golem")
