I'm actually a big fan of this system, which provides for building a "TV series" from the ground up, including cooperative character creation. For those that haven't played it, no worries, I can walk you through the rules, its relatively simple. It plays similarly to the Marvel Heroic system.
I'd like to give this another try. My first instinct is to go with the X-Men, which is sort of the ultimate "teen drama" in comic books, but that would mean that 1) Everyone would have to have the same origin (which is an important part of character creation), and 2) We'd be rehashing ground that this board already has plenty of. Alternatively, I'm considering "Empire State University" which would allow for a wide variety of Marvel characters (Daredevil could be completing his law degree while Peter Parker studies Chemistry down the hall...), and am open to suggestions (Marvel or DC)
I wouldn't want more than 4 players, 5 at absolute maximum. If you're interested and/or have suggestions, let me know.

My first thought is Supergirl. Though Powerboy or a lantern might be cool.

Think superboy crossed with chance. Apparently there have been three versions. Kryptonian also sent to earth.
He has been a teen titans member. Had a relationship with Supergirl.

Yeah, I wiki'd him (though Wikipedia says he was an Apokaliptan). I dig that he's got the "cleavage window" just like Power Girl...

I'd be down for an Empire State University kind of game. How different is this from Marvel Heroic?

I'm among those that would need to learn the system...

I'm always attracted to anything that spells "teen drama" and if you say the system is simple I don't mind. That said, I know basically NOTHING about the Teen Titans, so yeah.

Learning the rules now.
If we do Titans, like to note interest in Kid Flash or Beast Boy.

It shares the same core mechanic (because both are offshoots of Cortex); you have a number of different traits on your sheet, you roll the dice that apply, keep a certain number of them to generate a total, and another to be your "effect die." After that it gets pretty different.
The process of character creation is lengthy, due in no small part to the fact that players create their characters cooperatively, going through each "stage" of character building one at a time, so that each character is essentially linked to each other character (which actually has mechanical implications in the game as well). At the same time as players build their characters, they are also building their links to the setting (for instance, if you were building Batman, there is a point in character creation at which you would opt to select "Alfred" as a trait, assuming he wasn't being played by another player, and the "strength" of that trait would directly influence how much Alfred can help Batman in the game).
The bright side of that is; creating characters also teaches players a lot about playing the game itself, because you start to see the way your sheet will interact with the rest of the game.
So, looks like we've got one interested specifically in the Empire State University concept. Any other strict preferences? I'm not stuck on the Titans concept specifically.

I don't think you'd have to, since we're creating out own origin and story for these characters (character creation in this system necessarily means building an origin story), but we're not definitely doing Titans yet, either. I'd like to be able to cater to the preference of a majority of likely players 8)
