My point is that most of those characters are pretty well defined by being world-shaking threats. ... other than Black Adam who is an up-jumped jobber that I don't understand the present fascination with at all.

Maybe it's just my love for the goofy moments of these series, but I enjoyed the Malcolm Merlin/Eobard Thawne/Damien Dhark team up in Legends of Tomorrow. Maybe recovering Maxwell Lord in some capacity after being ditched in Supergirl? The ones already mentioned are pretty good already.

I too loved that episode, though I'm not a big fan of Merlin throughout Arrow in general (he certainly had his moments though). Dhark is a guy that I really, really like but I don't know if I can do justice to what they've done with him in Arrow. I'm not familiar with what they did with Lord in Supergirl, but since this is a different "Earth", I definitely see Lord having a presence, as he's another favorite "shadowy agent" of mine.

As far as Dhark's list, we could probably take Joker...But yeah, the others, probably not. Some Female Furies or other Apokolyptians maybe, so long as it's not the big guy himself? And maybe a drone/probe of Brainiac (robotic clone with like a fraction of his god-mode powers)?
As far as ones I want to see, if someone's doing Green Lantern I think Sinestro is pretty much a must-have at some point. I'll reiterate my earlier thought that a version of Raven bent on revenge is a great idea for a villain. A Brainiac probe or agent of Darkseid also wouldn't be the worst idea for a threat large enough to force a multiple-hero team-up.
The rest would probably depend on the make-up of the team. Flash's Rogues are fairly well covered on his show, and most speedsters share his, but they're natural fits if we have a speedster. Grodd could be fun even if he's been on the show more than a few times. Bat-villains tend to be the most interesting threats at "street-level"; Ra's and Deathstroke are great and deserve more nuance. I know WK is not a fan of the Titans cartoon, but Ron Perlman's Slade was the best part of that show. He would've been a fine casting choice for Deathstroke in the DCEU, not that Joe Maganiello is a terrible choice. Will have to see how he does in Suicide Squad 2/Batman solo (whichever he's in; it's probably not Aquaman...) I guess.
On that topic and since you brought up Waller, going cross-paths with the Suicide Squad might also be a fair challenge, depending on who's in the Suicide Squad at the time.
