"Thank you sir", said the former leader of the Howling Commandos squad, his one eye laying a cold as steel glance on the men before him as he distributed files around the table. "Mutations, becoming more and more common with every passing day. People healing in minutes from wounds that would cripple a man for life... a guy who can move faster than a bullet... we have reports of at least one shapeshifter, and God knows what else. Costumed vigilantes going around and taking the law into their hands... we got the Bat-Man in Gotham City, this 'Superman' who was seen flying left and right around the world... Spider-Man in New York. We have various reports of superpowered criminals appearing in America, Europe, Asia and Africa. We have a man who can make man-sized power suits with enough firepower and defensive capabilities to hold his own against tanks. Heck, there's talk of men-like monsters sucking people's blood dry at night in some cities. Real life vampires. We even have at least one confirmed magician who performs actual feats of magic, as far as we can tell. Either that or they have some kind of very versatile form of mutant power and neither they, nor us, could tell the difference. The police are also investigating a serial killer who seems to be hunting down people with special abilities, and leaving a trail of scalped dead bodies behind him. And we got people like that fool, Doctor Trask, who's trying to freak everyone out by telling the media over and over that mutants are dangerous and should be dealt with, which is certainly not helping. Unrest, confusion, fear... And it's not slowing down anytime soon... quite the contrary. The incidents are multiplying, at an increasing pace."
"To the point, colonel", said another of the men in suits. Fury scoffed.
"The point, sir, is that the situation is quickly getting out of hands. Normal law enforcement cannot deal with supers, and we can't always expect a law-abiding one to save our asses whenever we need'em too. And sending a given country's army whenever a situation gets out of hand is going to get on people's nerves, fast. We need a special taskforce, a specialized group which can help deal with such situations and work hand in hand with those supers inclined to maintaining law and order. Neither they, nor us, can do it alone. And we can't act properly and effectively with all the borders and regulations holding us down. So I've come to you all to discuss the creation of an international, superhuman and supernatural response taskforce who will be tasked with maintaining the peace worldwide, in all the countries that will let us help. A taskforce whose jurisdiction exceeds most others', and which answer to no one but this council, which will do whatever is necessary to keep the world safe. We call it... Project S.H.I.E.L.D."
"Must we absolutely collaborate with those... mutants, in order to protect ourselves? Can't we simply form that taskforce with but our own agents and police them ourselves? Why do we need their help?" said one of the suits. "Or perhaps have them just support us while we do most of it."
"Trust me sir, without the help of those willing to provide us with it, we wouldn't be able to stop many of them if the need arise. You're misunderstanding me here. We are the support. They're the main force. Collaboration for a greater good is the best we can have right now. Try to catch the whole prize and you'll end up getting none of it."

A Marvel Universe game with DC/Heroes elements mixed in
Welcome, people of the board, welcome to my latest creation. So, for you who read my interest check thread, the idea here is to run a game based on Marvel, with DC and NBC's Heroes mixed in, in a 'Early Marvel Cinematics universe' style. By which I mean 'a modern version of the Marvel universe, but in which superheroes, mutants and supervillains have only recently begun to appear. Think X-Men 1, Spider-Man 1, Tim Burton's Batman, and Heroes season 1. The Avengers have not yet been formed, nor has the Justice League, S.H.I.E.L.D is in its early stages, widespread fear of mutants is not yet a thing, but people are sowings the seeds of fear little by little. Charles Xavier is founding his school for gifted children, while his old friend Erik Magnus Lensherr watches from the shadows, bitter and all too aware of what fear, hatred and misunderstanding can bring a population to do to people who are different.
So basically, we're looking at a Marvel universe where the greatest heroes of all time are not yet known as such, giving ample opportunity for new heroes to make a name for themselves and be part of that circle right from the start as the world learns more and more about just how deep the rabbit hole truly goes. This is where you come in. Where you get to become legends of your own alongside your favorite heroes, and your most ruthless enemies. Will you declare yourselves protectors of your own city or sector, like Spider-Man, Batman or Daredevil? Will you join the X-Men in their fight for equality, peace and justice? Will you be chosen to become a founding member of the Avengers? Only time, and roleplaying, will tell.
Now, let's talk about the basics. For starters:

Why? ...Simple. I have house rules I want to use, some of which I'd like to know people's opinions about before using, others - and all, really - that you will need to even make a CAD in the first place, so let's not get ahead of ourselves.
Before anything, my first and main question is this. I was thinking of offering the opportunity to the players to experience their very own 'superhero origin/coming of age' story as they actually begin discovering their powers, and the way I think is best to do this is... if one does not know from the beginning what they can do. Hence, a 'I roll in secret, generate your powers myself, and you discover what you can do in-game, like it would be in real life if you suddenly turned out to be an actual mutant/mutagenic or whatnot'.
Now, there are both pros and cons to this.
PROS
-You get to experience the actual feeling of 'oh crap, I can actually do that?!' that an actual super gets to experience in most cases
-It's a roleplay experience one does not get to experience often
-I'm planning to give more stones for the randomly generated powers than for the player-picked ones to make up for the fact that they don't get to choose, so you might end up stronger
-You might end up playing with something you never tried, or thought to try, before... and hopefully love the hell out of doing so!
CONS
-...Obvious, I know, but... you don't get to pick what you want, yourself.
-You might prefer more control on what you get to play as over the aforementioned roleplay experience, and randomly generated powers do not provide you with that.
-You might end up with powers you tried five times already, or simply not like what you get.
-Sometimes, randomly generated powers simply don't fit with all concepts. If you wanted to play a genius inventor, well... that's skills, not powers (usually).
-Maybe you wanted to play as an existing character.
Please note that I understand all of those, and probably more that I didn't type here. I don't want to make anyone unhappy, but at the same time, I thought it'd be fun if everyone could start as such 'randomly generated powers' characters. So before anything, who's in favor of said possibility, and who can't stand it and would really rather pick their own powers no matter what?

If I rolled powers that made absolutely no sense together, I would reroll for something better, not going to show up with 'so yeah, you got the ability to manipulate cola, transform into cats and walk on mist. So I guess you'll be the Coca Kitten Mistwalker!" I also want things to make a certain level of sense, you know.
