OOC Tracking someone on concrete/grass when the ground is dry isn't easy but:
Rabiid and entourage are several people hurrying and not making too much effort to obscure their passing. Flattened grass leaves sign of passing There's a very big chance they won't head to the front of the grounds where the cops/burning cars are so that narrows down the search direction
These factors push the difficulty modifier down to +2 Difficult (a +4AP modifier with the house rules) to the OV

Green Arrow moved to the garage and knelt, looking about. He knew time was short. The cops would be here in moments and every second that passed would see Cheshire and her entourage get away.
He ruled out the front of the grounds and looked instead to the back and the side. With Diggle at his back scanning about GA kept kneeling to examine flattened grass and the odd scuffed/smeared footstep on concrete or displaced gravel.
Initially his path led him to the back of the house but the trail continued after some gathered footsteps at the wall. He suspected there were no vehicles to use on that side but a hop up onto the wall revealed he was right to suspect it. It was another garden for yet another huge house.
Cheshire? Probably had then moved along the top of the wall and the others had followed. The blind side of the house from the garage had another street alongside with parked cars along it as Green Arrow hefted himself up.
Diggle called up to Oliver on the wall. "See anything? Those cops are running about, we'll be seen out here in the open!" he hissed.
Green Arrow scanned the street. There was someone lying in the road, moving slightly but clearly dazed. Turning to give Diggle a hand up and over the wall the pair dropped down and into the street. As they moved between parked cars a parked van (A Team style make/model) roared into life and pulled out into the street, slowly drifting down and stopping well short of the pair and the person in the street.
Deathstroke/Terminator put his head out of the window. "They went that way in a light blue sedan." he said with a nod to the guy on the floor. "I'll give you a lift if you like."
Spartan hissed "Who's this guy?"

"You drive." said Deathstroke to Spartan as he got out and into the back.
"What? I ain't no chauffeur!" spluttered Spartan.
"I can't drive and operate my computer at the same time..." said Terminator...
"What comp... oh." the back of the van was a mobile operations centre with screens, computers and more besides. With a headset on Terminator was concentrating on the screen. "My part in all of this was purely coincidental." he explained as the van set off. "Cheshire was hired by a man called Hashim Rabiid to provide protection for the visit to the United States. She asked me as a personal favour to help set things up."
"Turn left."
"What? Oh right. Left." said Spartan. "How do you know?"
"A tracker on the car." said Deathstroke.
"I never get into bed with anyone without checking them out first, and something felt... wrong. Rabiid is a drug dealer and I believe, a terrorist. Unfortunately I can't access the files that prove it - yet. The CIA have them locked up tight. A have an associate on it, but he needs to cover his tracks. Roger Nathan signed his own death warrant by supplying drugs. I have no qualms with that. What I do have a problem with is a man who potentially killed American servicemen and women on several terrorist attacks overseas."
"What's he doing here? Drugs?"
"I think he's here for more than that. When I prove it, he's mine." he snarled.
The van continued to follow the sedan at a distance thanks to Terminators tracker. It seemed to be heading in the general direction of the dock area...

Green Arrow takes aim at the car's tire. "Should I stop them now, or are we waiting to see where they lead us?"

Terminator scowls. "I can't get anything. If you nail that car now Roger Nathan might be hurt if it flips or crashes. Your call. If it's up to me I'd say take the shot. I know you don't miss."
Spartan said "Wait! What if there's something they're heading for, some evidence we can nail on them to really put ALL of them away, Rabiid and Nathan both!"
Terminator shrugged. "Try as I might I can't hack into the files I need to prove Rabiid's involvement in the attacks on US Personnel. Whatever else I am or do, I don't take people out without reason. Hold on. Wintergreen? Any luck?"
He listens and shakes his head. "Don't worry, I can't get in there either. Keep trying old friend." Terminator turns to Green Arrow. "Without the proof I'll be stepping away from this. Watch out for Cheshire."
Spartan spoke up. "Hang on. They're pulling up. Look."
Terminator fished out a telescope and took a look. "The 'Rainbow'." he said, referring to the ships name on the side which the car had pulled up alongside. The Van Green Arrow and the others were in was around 400 yards away (8APs) parked up some distance away so as not to attract attention.
Green Arrow had an opportunity to shoot at the extreme range when Cheshire and company got out of the car or there were plenty of buildings to use as cover to get closer.

Oliver will just keep an eye on things for now, while coordinating getting hacker help from Felicity Smoak.

OOC Apologies for the delay. Working every weekend for next three weeks so things will be slow over weekends.
Terminator stared with that blank stare of his mask then shrugged and sat back. "Not something I would ordinarily do - let a hacker into my system - but I'll be sure to set up new security protocols afterwards."
Calling Felicity from the vans mobile phone GA heard a "Where are you calling from? How did you get to Cuba?" over a hands free speaker.
A glance at Terminator gave another shrug. "One day security for computers will be a big deal. I'm ahead of the curve."
GA explained to Felicity about the files that Terminator was trying to crack into.
"That's CIA stuff. We could get into a lot of trouble for this..." came her reply.
"Worth a try." supposed Terminator.
"Now hold on, I didn't say I wouldn't have a crack at it..." replied Felicity.
Crossing his arms Terminator sat back. "Now this should be..."
"There you go. Encryption was pretty slick but when you know how they do it there are work rounds..."
Shocked, Terminator leaned forward and typed into a keyboard looking at the glow of a green screen... "Dates... places... casualty reports... photographs, witness reports, informant information... this is it. Hashim Rabiid IS responsible for the deaths of US Servicemen and women and their families. Directly or indirectly."
He turned to Green Arrow. "Where did you find this girl? I'm impressed.
"Uh, still here!" declared Felicity over the speaker. "Thanks. Have to go." said Terminator cutting the line. He turned to Green Arrow. "What is your intention with the people on that boat? Roger Nathan you can have, but I want Hashim Rabiid. Cheshire will go against me but she has no loyalty for the US. This just got personal for me."
Spartan shifted uneasily, reaching for a pistol...
"One more inch and you'll lose that hand." said Terminator with barely a glance at Spartan...

"My intention is to save lives, Terminator. Hashim can suffer more alive than dead, but even more lives will be lost if he gets away. So, I would rather you have him than allow him to be free. But use lethal force only if necessary. And since you asked, of all the hands that will be on on that boat, Spartans' are the most valuable to me, even over my own. So no more threats, Terminator. We all play nice and we'll have a successful sting operation through cooperation. Are those agreeable terms?"

Terminator stared back, face impassive under that mask.
"Watch out for Cheshire." he says, then slides the side door open, grabs his weapons and looks back. "I'll be as much a target as you are when she finds out I've betrayed her to go after her client... but some things are more important than money."
OOC Terminator intends to whizz off and move nearer the boat to find a way on.
Spartan watches him move away. "Can we trust this guy?" he shook his head. "If he gets to Rabiid first he'll kill him. Knowing that... do we need to stop Terminator too?"

OOC you can do but it depends on whether Spartan goes with you or not. if he does then the lower of the two stealth checks will be used for any perception checks to see the heroes....

OOC Ok we may have a difference of opinion, but based on GA's stats, would you say John Diggle/Spartan looks something like this?
I can't imagine he's much better than that. We only have the TV show to go off rather than any official stats as far as I know.
