OOC No probs, just wanted you to know that if the stealth check fails it's not because of GA (who is world class, one of the few best in the world at what he does. Only half a dozen or so DC Characters sneak about as well as he does off the top of my head)!
Spartans stealth check
Dex 5 + 2D thief + Roll(4d12)+0: 2,2,8,3,+0 Total:4 DOUBLE plus Roll(2d12)+0: 11,7,+0 Total:22 (27) Huh, not bad.
Perception check (no modifiers as plenty of cover despite it being daylight)
Cheshire Int 8 + Roll(2d12)+0: 1,6,+0 Total:7 (15) vs lowest AVT (Green Arrows!) 26 Perception check failed!
Green Arrow and Spartan moved from container to container, quickly sprinting whilst crouched and making it to the dock side where the ship is moored. There is a boarding ramp... and a guard at the top of it, looking out.
Spartan also taps GA on the shoulder and shows something else - CCTV mounted on the ship itself with cameras pointed out and around and on the deck. Someone on board will be watching those but forewarned is forearmed, so to speak.
Spartan hissed "SO, how we gonna play this? The boarding ramp is a no-no in my book. He'll see anyone coming up it. There are mooring ropes tying this to the dock but they're a tough climb, as is the anchor chain. You got anything in that Quiver like a grapple hook? Still got that ... heh... Boxing glove arrow stories used to tell of?"
As far as alarms and guards go, there appears to have been none raised ... so far.

"No gimmicks, just a basic bow and arrows. Hopefully, all we need to do is make sure The Rainbow doesn't leave before the cops or the coast guard gets here to collect him. And I need you to go make the call." Green Arrow gives Diggle a phone number. "Please go tell Detective Cameron to hurry, I'll stall this rig for as long as I can."
Green Arrow quietly slips into the water and swims silently in the shadows toward the anchor. If the anchor lifts, it will lift Oliver onto the boat along with it."
Dice Action: Thief (Stealth)...all the dice this time.

OOC Once more hidden eyes try to keep a watch out for the ship. For a ship of this size one cannot merely 'cast off' and merrily sail away. To avoid rousing suspicion paperwork must be filed, calls made... and palms greased in this case so that no questions are asked...
Int 8 + Roll(2d12)+0: 9,6,+0 Total:15 (23) vs OVT 31
Green Arrow slides into the cold murky water and knows he's going to a have a devil of a time getting the stink of river water out of it as it's polluted with oil, coolant and who knows what else.
He gets towards the anchor and grabs hold of it. Watching Spartan move off in the darkness to make the call to Lt Cameron he ponders through the possibilities of what happens next...
1) The anchor raises in a short space of time and he doesn't get hypothermia 2) Cameron and the cops arrive en masse and a shootout occurs 3) Terminator - wherever he is - complicates things... like killing Rabiid before the cops get here 4) Cheshire and Rabiids goons spot him and start firing into the water 5) Spartan can't get hold of Cameron and they fish Green Arrow from the river in the morning
Some of those weren't enjoyable prospects.
He could try to get on the deck of the ship without being seen or wait it out in the water...

OOC There's a modifier to spot Green Arrow (make it harder) as he's going to have to pass through the sightline of a number of cameras.
Int 8 + Modifier 6 + Roll(2d12)+0: 5,6,+0 Total:11 (25) vs Green Arrows OVT 28. Perception check fails... GA goes unnoticed.
Changing tack, and dripping wet from sinking into the foul water Green Arrow climbs, waits, shimmies and runs from place to place to climb up onto the deck via ropes, the gangplank itself and using whatever finger/hand holds he can find in the time it takes to clamber up the outside of the boat.
OOC Token Climbing attempt...
Dex 9 + 4D Acrobatics (Climbing) + Roll(6d12)+0: 12,4,2,11,4,9,+0 Total:23 (32) vs OV6 + Roll(2d12)+0: 4,1,+0 Total:5 (11). +6 (to 15) vs RV6=9RAPs
Green Arrow practically teleports onto the deck.
Crouching in shadow Green Arrow hears distant shouting on the ship somewhere. He sees One... no... three guards spread out across the deck and they are armed. There's plenty of hiding places for him and he can get close to the guards but would have to take them down quickly and silently so as to avoid the alarm being raised. At some point the Police - with sirens and the associated clamour - would turn up and he needed to get Roger Nathan freed before that point to avoid a hostage situation/standoff.
He also noticed three other men moving about but these were not armed. They were winding ropes, gathering mooring lines... making the ship ready to depart.
That meant time was running out - this ship was about to depart. Somewhere on the ship a muffled shot rang out and more shouting ensued...

Green Arrow moves stealthily toward the source of the shouting and gunfire. trying to keep out of view of the three guards and many cameras as only a man like Oliver can. Green Arrow may not be the best there is at what he does, but what he does is very nice!

OOC Zoinks I predict he'll not have much trouble in getting through to the innards of the ship with that total!
You will pass by or near the three guards and two deck hands, all of which get a crack at beating that total but with int 2/will 2 it will need a roll of momentous proportions to overcome. A swing of 29 points so a roll of 76 or so!!!
Roll(2d12)+0: 8,1,+0 Total:9 FAILED Roll(2d12)+0: 4,4,+0 Total:8 DOUBLE plus Roll(2d12)+0: 3,2,+0 Total:5 (13) failed. Roll(2d12)+0: 4,4,+0 Total:8 DOUBLE plus Roll(2d12)+0: 8,7,+0 Total:15 (23) Failed Roll(2d12)+0: 9,8,+0 Total:17 FAILED Roll(2d12)+0: 2,3,+0 Total:5 FAILED
Moving low and fast when required then waiting for the right moment, Green Arrow sticks to the shadows and the corners of shapes such as boxes and deck furniture.
Moving to a doorway he slides down the rails of steps to land silently at the bottom in a crouch and down a corridor.
With footsteps and quiet voices approaching - speaking in Arabic - he ducks inside what is a dark empty cabin, waits, counts then cracks the door open again. Moving down the corridor he takes more steps down, waits some more and observes a couple of deck hands jogging through the corridor to some task required to make the ship ready.
Down another corridor and round a corner... A door with a window/portal at head height and Green Arrow can sneak a peek through it.
Roger Nathan is tied to a chair. Two guards for Hashim Rabiid apply punches and Rabiid himself is barking questions at Nathan, occasionally grabbing his chin and backhand slapping the CIA plant.
On a desk over the other side of the room are a pair of feet belonging to Cheshire who is sat back filing her nails and turned to the side to watch a bank of monitors on a wall showing the ship. A pistol is on the table and Rabiid waves it about in Nathan's face, under his nose... A mark on the floor shows where a shot was discharged into the metal floorplate.
Time is running out.
Someone will be down here shortly to advise Rabiid it's time to set off.
What Green Arrow wouldn't give for a knockout arrow...
If he has to open the door he will have to rely on it being unlocked. To test that, someone inside will probably see a handle turning. The portal could be punched through with an elbow and he could fire through a narrow angle inside the room... or he could trust to old fashioned brute force and kick the door through and hope for surprise... or he could wait.

Green Arrow decides to do the unexpected...shoot Nathan. After smashing the window, Oliver takes careful aim and fires at the CIA plant. Only one with Queen's skill and expertise can pull off a shot like this. A shot that will make it look like Roger Nathan was murdered, but in fact he's only being stunned into unconsciousness to save his life!
Dice Action: Weaponry Trick Shot to knock out Roger Nathan with nonlethal damage, but make it look like he was murdered to keep him quiet.

Move Action: Retreat from the door and ready to shoot at Cheshire or a guard who comes out to come get him.

OOC technically the dice action would be to smash the portal window and thus alert those inside of his presence, but we'll call that the Surprise action (4 str vs 1 body window not much challenge... AV4 + Roll(2d12)+0: 7,2,+0 Total:9 (13) vs Roll(2d12)+0: 7,4,+0 Total:11 (12) +1 (to 5EV) vs RV1=4RAPs)
Green Arrow punches through the window with his elbow, steps back and aims, draws, then fires!
The human body has a number of pressure points, some of which can induce unconscious, paralysis or even death! A sharp arrowhead would punch through skin regardless of how accurate (or otherwise) the shot made by Green Arrow is. Instead he had unscrewed the arrowhead, leaving the blunter screwhead which would hurt but not kill. Hopefully it will puncture the skin only a short way - the trick is not in what is being shot, but where it is being shot...
OOC I'd say to fool the bad guys this is a 'Beyond the Limit' shot. The OV is 14, Nathans' body of 3 is the RV...
Without the arrowhead the arrow will have an EV of 2, but this is Green Arrow. He could kill someone with a blunt arrow if he aimed right...
Green Arrow AVT 34 vs OV 14 (Nathans OV is zero because he is bound and does not add to this) + Roll(2d12)+0: 11,3,+0 Total:14 (28)
+3 EV (to 5) vs RV3=2 RAPs damage and Nathan had already taken one from the beating, so he is DOWN and OUT!
The arrow thuds into the bound man somewhere above and to the right of his heart in the 'Brachial plexus'... and Nathan slumps forward, appearing to those in the room to be ...DEAD!
"What!" screams Rabiid. "Nooooo! He is dead! NOOOOOO!!! Get Him! Get the Green Arrow!"
Cheshire reacts by thumping a red button to announce an alarm across the ship then sprints around and to the side of the doorway preventing shots at her whilst she shouts "You men! Get him! Rabiid! Get DOWN!"
The terrorist snarls "You dare order ME?" and Cheshire responds with a tackle that thuds Rabiid to the floor of the cabin and out of sight of the Portal.
The door opens and the gunmen level their pistols... but Green Arrow goes first (no need for initiative against these guys).
OOC you are fifteen feet (1 AP) from the two gunmen in the confines of the corridor and win initiative. The alarm is blaring throughout the ship. The gunmen are between GA and the room which has an unconscious Nathan tied to a chair, Rabiid on the floor having been tackled by Cheshire and Cheshire... waiting to pounce!
