Is Nathan in the room? He may have been left behind if Rabiid thought he was dead.
Green Arrow quickly shuts and locks the door behind him. while he already punched through the window, Cheshire will be unable to scratch him from a distance. Oliver then traces where Rabiid went, looking for telltale signs like a footprint or a moved book. (After moving Roger Nathan to a safe position if he is there.)
Free Action: Shut and lock the door. (Maybe move Nathan to a safe spot too.)
Dice Action: Military Science/Tracking 7 to find where Rabiid went. the tracks should be very fresh.

Roger Nathan is still unconscious on the floor, blood pooling about him... but he's alive, thankfully.
Green Arrow scoops him up under the arms and moving him to the side of the door, blindside from the portal. With the window punched through someone could reach through and fumble about for the door lock on the handle but with GA possibly shooting such an arm Cheshire would be cautious at first.
He didn't have long - she'd be here soon and those poison tipped claws were no laughing matter.
Looking about he dropped to the floor and looked for slight indentations on the carpet. Sure enough, fibres were rising ever so slightly... he followed them.

Green Arrow moved to the locker and yanked it open. He felt for a false door then looked to the side. Slightly crumpled fibres on the carpet. Quickly he frisked it, all the while ignoring the alarms blaring, shouts and the clatter of footsteps. They were getting...no. Focus. Where... ah.
He pressed a stud on the side of the locker under a lip and pulled the locker one way then... ah. It slid to the side revealing a hatch that could be crawled through and a ladder behind leading up to the deck. Light shone from the open hatch twenty feet up the ladder at the top. Rabiid was on the run!
Just then Cheshire screamed "You're dead!" Whilst gunmen jostled behind her!
She was waiting for the moment she could reach in and unlock the door!

Green Arrow fires an arrow through the window at Cheshire to make the villains think twice before reaching their arms in. He then slips behind the secret door and closes it behind him. Finally, he climbs up the ladder to chase Rabiid.
Dice Action - Weaponry 12 to hit Cheshire. I'm sure the door will give her some cover, but I'm the Green Arrow.

Cheshire weaves aside and the arrow embeds into the wall behind. It's enough to keep her head down though as she knows how accurate Green Arrow is.
GA spins, ducks under the hatch of the locker and pulls it shut then charges up the ladder towards the deck...
Sunlight causes him to shield his eyes whilst he adjusts and he's near the top when he hears shouting in Arabic... Peering over the hatch rim Green Arrow sees an inflatable boat with outboard motor being lowered via a winch over the side about thirty feet from where GA is. A nervous Hashim Rabiid whirls about, Uzi in hand whilst three crew operate the winch and get the boat lower to the water. Rabiid can't wait any more and climbs over the side to make his way down a rope ladder, out of GA's sight.
He looks about, ready to give chase... and is glad he did so. There are two guards (that he can see) on an upper part of the deck with AK47s keeping a watch out. GA also hears sirens, distant but getting louder...

Green Arrow has two goals in mind.
1. Pop that inflatable boat with a well placed arrow. 2. Get cover from multiple Uzis.
If Green Arrow has to he can try a shot while launching himself off the boat and into the water. However, if there s any other cover on the boat he will move to that dry position instead.
Move Action - Get to a position with full cover from the guards and Rabiid, while still having a clear shot at the inflatable boat. This may mean having to jump into the water and shoot an arrow as he drops...but only if it is the only way and it looks like a safe water landing.
Dice Action - Fire at the inflatable boat with Weaponry 12 to disable its ability to move. (Using only 3 of the 5 extra dice and reserving 2 for dodging or landing safely if needed.)

Green Arrow fluffs his shot but still manages to strike the inflatable boat as a matter of course. He is the world's greatest archer, after all...
Hashim Rabiid flaps around in the water whilst trying to struggle on board the now barely floating boat.
The goons are about to open fire on Green Arrow but are distracted... by sirens and a voice calling out over a loudspeaker. The police/FBI are here - finally!
A helicopter buzzes in from the mainland and heads towards the ship.
Police sirens ring out across the dock area as more cop cars and SWAT vans show up...
SWAT troops start to board the ship and random shots ring out...
Green Arrow takes the opportunity to push the crates he's hiding behind on top of the two goons who are trying to shoot at him, and they crash to the deck in a heap under heavy boxes. In moments the police launch is fishing Rabiid out of the water and they start rounding up crew members and Rabiids' men who quickly realise they are outgunned and outnumbered.
OOC We're into 'wrap mode' - Rabiid can't escape, is in custody and you've saved Roger Nathan. Any loose ends you want to tie up before I finish off the adventure? Cheshire may still be knocking about.. but even she knows when a cause is lost...

Green Arrows make sure the EMT First Responders know Roger Nathan is alive and that the police know he did not try to kill him, but that arrow may be the only reason he is still alive. then Oliver goes looking for Deathstroke's van. Even without the mercenary, that truck has enought evidence to put Rabiid away forever.
Military Science/Tracing: 7 to find the Terminator's van.

Green Arrow explains to the cops after some gun toting at the vigilante that the guy ni the ship is the one the FBI are looking for.
Lt Cameron smooths things out and the emergency responders are led to Roger Nathan, still lying prone. "You got some explainin' to do Arrow" growls Cameron, but the discovery of a stash of drugs quietens him down. A BIG stash.
The boat's hold is full of drugs.
After that revelation GA moves away quietly to make his way to where Terminators van was parked. Was.
He looks for tracks but knows it will be a long shot on concrete.

It was no good. Terminator was the best at what he did, and as a matter of course he would mask his trail, watch for being followed, lay traps where required. A lifetime of making enemies meant you did that or you wouldn't be the worlds greatest assassin for very long. Terminator had gone.
"I thought you said the assassin 'Cheshire' was onboard?" called Cameron from the ship. "We found a bunch of goons but the feds took 'em. We also got a mess o red tape as to who's sortin' out this mess. It's gonna give my ulcers ulcers."
He shook his head, glanced about. "You done good hero. You get a pass. Get outta here before someone up the food chain decides they want a masked snack. I owe ya one." he growls reluctantly.
A car pulls up and the window rolls down. "Need a lift?" asks Diggle. "I thought I'd use the bad guys car and return it to the crime scene to its owner, but figured we'd use it first."
Green Arrow looked at the ship. Full of drugs bound for Seattle and points beyond, he'd saved the life of a CIA informant and collared a terrorist and drug dealer. Nathan's Nemesis were misguided but still guilty of murder but you couldn't win them all. Knowing that Rabiid was off the streets made up for it. Rabiid would pay for his crimes, hopefully, and another drug dealer was off the streets.
Saying that, there would always be more. When they turned up, Green Arrow would be waiting.

Epilogue
Rabiid knew he just had to bide his time. An expensive lawyer, American red tape and a bail he could meet, he'd be back on the streets and vanish while the FBI/CIA/Seattle PD argued over whose collar it was. He grinned. Green Arrow would pay for his interference and he would stop at nothing to make him pay!
Already he made new plans figured he'd have a few weeks of prison food then be out with some claim of being a hired goon, setting up one of his men for the fall.
The terrorist grinned.
"Time to move." said the cop as he dragged him up onto his feet and through the station in cuffs. "Got a date with the judge."
Ahhh! It was good to feel the sun on his face! Soon his plans would be... Phut.
The cop turned. "Stop messing around you ass... what?"
Rabiid's body slid from his hands onto the floor, the neat red hole in his forehead leaking blood down his face...
The cop spun, pulling his weapon and the other cops around ran to the scene. An FBI agent with papers ran up the stairs, intent on serving them to take custody of the terrorist... Instead he straightened over the body and tossed the papers onto his chest. "Find the shooter!" he yelled. "Shut this place down, it's a crime scene!"

A mile away, a man with a single eye moved back from the high powered rifle, looking down the scope.
He didn't kill for free or unnecessarily, but this one was necessary and he owed it to the dead servicemen and their families Rabiid had murdered.
"Now you can rest in peace." he said. "Thank you for your service." Slade Wilson packed up the rifle and left...

END OF ADVENTURE
OOC Went off piste massively but the original adventure was muddled and anticlimactic, something that seems to be a theme in the published adventures (not just DC Heroes but generally I find. Haven't run one yet that didn't need 'fudging'). Hope that was alright for you!
