I did this once and it ran a good while and I would say consnesus says Dr. Doom is the King of the Bad Guys.
So then, who's next?
The messed up Carnage?
Green Goblin?
I went through a list and might have missed some big ones.

You should have taken Magneto out, too. I'd be willing to bet he'd get as many, if not more, votes than Doom.
Magneto and Doom pretty much reign supreme. Everybody else is just picking up scraps.

Magneto is a "bad guy" in the broad sense, regardless of how much sympathy his position might generate. He's a mass murderer many times over, and a racist demagogue. I think that if you're saying "Doom Vs. Magneto" then that's a fair argument. Doom is the superior villain because Magneto is more sympathetic. But that doesn't stop Magneto from being just as popular as Doom at the end of the day.

True, but being king of the bad guys also includes the amount of evil.
Or in Jackal's case being a total jerk and screwing up a bunch of people's lives.
(And according to some people, for causing the whole clone saga thing to be written in the first place. Never read it myself.)

I'd have to say Green Goblin. Spiderman always had a reasonably impressive array of nut cases to butt heads with but Green Goblin completely handed his arse to him the first time, and has been a thorn in his side for years. Coupled with his running the agency that replaced Shield for a while and he elevated himself to the big leagues, becoming a bad guy to more than simply Spider-Man.
In the Ultimate comics, no question, Magneto.
The fact that Magneto has been a semi good guy at times means, for me, Goblin is the nuttier, baddest of the bad on that list except...
Erm. Where's Loki? If anything, I'd say he ranks up there with Doom. The guy is a total swine...

I give my vote for Red Skull. He might not be doing much these days, but everytime he does, its serious business. Also, he's a Nazi- that makes his the evilest guy standing by default.

Green Goblin, for instance, will likely get a lot of votes, but I didn't even think of him, because I'm old school and think of Gobby as a Spider-Man villain. It didn't occur to me that he more or less screwed everybody in Marvell all at once a couple of years ago until I saw someone had voted for him and was trying to puzzle out what they were thinking.

I didn't list everyone (Kraven and Vemon (Brock) for example).
I'm close to saying GG myself though. He also killed Gwen Stacy in an oft remembered scene.
Then again, Red Skull is a freakin' Nazi.

Not a roaring reccomendation for the best villain around.
