Before the guy can move Spiderman flips off the wall shots webs at the bum and pulls them over a street light. Pulling he hoist the guy into the air suspending him from the ground, to get a better look at him.
Action 1: 1 to ranged combat to hit the guy +6 mod for webshooters = 7
Action2 : 2 to strength to hoist him in the air using the light as a pivot.

Not everyone posted but Spider-Man has the highest agility and he posted first, so his action happens first.

Monica ignores the ugly broad and runs into a stall. She quickly takes off her disguise and and puts on her mask. Then she turns into an X-Ray.

Scab looks around the bar for his lady. He's done thowing out the trash and eager to take his reward.
Unknown to him, the woman he seeks passes directly through him. This is a contact that some could say is even more intimate than intercourse. However, Scab gets no satisfaction as Captain Marvel runs through him in X-Ray form, invisible and intangible.
To Monica Rambeau, Scab is just another solid object between her and the front of the bar. Scab is no different from the restroom stall, the walls of the bar, or the tables, chairs and booths between her and the door. All solid objects, void of intelligence.
Eventually, Scab goes to check the ladies room.
"Hi handsome. Are you lonely tonight?" The he-she in the ladies room says to him. All that's left of the beautiful black woman he seeks is a ragged sweatshirt hanging from a hook in one of the stalls.
When Captain Marvel makes it outside, she sees Jim McGreed hanging from a lightpole by the webs of the Amazing Spider-Man.

Energy: 2/6 (I'm changing how I state Max Energy for clarity.)

Captain marvel decides she doesn't want her cover blown( how many black ladies throw wine on you), so she just remains in her form and lets the boys have their way with Jimmy here.

It seemed like Spider-Man had fixed the issue about catching him by himself. Cap started climbing the fire escap so he could get down and have a talk with this guy, however it sounded like he was just a rambling mess...
When Captain America reaches him, he takes on a Heroic pose, standing tall with his shield slightly reflecting a nearby Street lambs glow. "We've been told you might have some information that could help us find a Dr. Octopus..."

After a second's pause, Jim thinks of something he imagines to be very clever. "Hey heroes, you got the wrong guy. You want Scab. He assaulted ME.. and battered ME. Assault and battery! Web HIM! Arrest HIM! And that black b*tch who threw wine on me too. I'm the victim here!"

Tears stream down Jim's eyes. In the background you can hear a dog barking. Some window shutters shut. The front door of Squid's bar opens, but upon seeing this crew, the patron decides to return to the bar for another drink, quickly shutting the door behind him.

"What...what was the question?" Jim says now looking sadly at Spider-Man like a helpless fly trapped in a web.

Through a nearby window you can hear the sound of a baby crying. It is after 8PM after all. An angry woman comes to the window and shuts it tight. However, it's a hot June night and in this neighborhood that family probably does not have air conditioning.
"Now who told you I knew something about this Doctor person? Was it Scab? Was it a black lady?"
[I'll regenerate stones after Captain America gives it a try, but others can continue to question Jim McGreed. Interrogation is not all about the stones spent, it matters what your characters say as well.]
